Mali’s Constitutional Court Validates Law on NTC Members’ Benefits

The Constitutional Court of Mali has validated the organic law establishing the compensation and benefits for members of the National Transitional Council (NTC).

This decision, issued on June 27, 2024, follows the correction of non-compliant points identified during an initial evaluation in April 2024.

The organic law, which recently sparked debate, was declared compliant after addressing the initial issues. Although the revised law does not grant a salary to NTC members, it maintains various allowances with retroactive effect on all previous provisions.

Article 8 of the law states, “This law, which takes effect from the date of establishment of the National Transitional Council, repeals all previous provisions to the contrary and will be registered and published in the Official Journal.”

Key provisions of the law include: Monthly representation allowance, Special allowance for office members, Driver allowance for office members, Session allowance per session day, Restitution allowance per ordinary session, Monthly housing allowance, Special allowance, Mount allowance, Telephone allowance, Liability allowance, Hardship allowance and Fuel allowance.

Article 5 specifies that committee chairs will receive a responsibility allowance, while Article 6 states that both chairs and vice-chairs of committees will receive a hardship allowance. Article 2 clarifies that the President of the CNT will receive a monthly parliamentary allowance based on the off-scale index and will benefit from special funds.

This validation by the Constitutional Court ensures that NTC members will receive their due allowances, supporting their roles during the transitional period.
